Cách Viết và Gởi Thư Đến Cho Tổng Thống + Thượng Nghị Sĩ và Các Dân Biểu Hoa Kỳ
A. Các Bước Hướng Dẫn:
(1) Quý Vị có thể in ra Lá Thư đã viết sẵn bằng Anh Ngữ (được trình bày ở Mục D dưới đây) rồi gửi qua bưu điện cho Tổng Thống Bush, Bộ Trưởng Ngoại Giao Hoa Kỳ, 2 vị Thượng Nghị Sĩ và 1 vị Dân Biểu nơi Quý Vị cư ngụ.
(2) Quý Vị cũng có thể sao chép Nội Dung của Lá Thư, bỏ vào hồ sơ trong máy điện toán của Qúy Vị, rồi gửi qua email hay dạng web email (tức vào trang Web của vị Thượng Nghị Sĩ / Dân Biểu đó rồi chọn phần email để gửi thư).
(3) Mục C dưới đây sẽ liệt kê rất đầy đủ tên của 2 vị Thượng Nghị Sĩ và các vị Dân Biểu của các tiểu bang như: California - Oregon - Washing, D.C. - Virginia - Maryland - New York - Kansas - Texas - Lousiana - Georgia - South Carolina - North Carolina - Washington và Florida, tức Những Tiểu Bang có đông người Việt cư ngụ!
(4) Nếu tiểu bang mà Quý Vị hiện đang cư ngụ không có đề cập đến trong Mục C, và để biết tên đầy đủ, địa chỉ, số điện thoại, số fax và địa chỉ Email hay webmail (tức hình thức gởi Email ngay trên trang Web) của các Thượng Nghị Sĩ, Dân Biểu của tiểu bang đó, xin vào các trang Web sau đây:
(a) Với các Vị Thượng Nghị Sĩ Hoa Kỳ, xin mời Quý Vị vào trang Web sau: http://www.senate.gov. Rồi sau đó, chọn tiểu bang mà Quý Vị hiện đang cư ngụ rồi bấm OK, thì tên của 2 vị Thượng Nghị Sĩ của tiểu bang đó sẽ hiện ra.
(b) Với các Vị Dân Biểu Hạ Viện Hoa Kỳ tại hơn 50 tiểu bang, xin mời Quý Vị vào trang Web sau: http://www.visi.com/juan/congress/ hay www.house.gov
Rồi sau đó, Quý Vị chọn ra tiểu bang mình đang cư ngụ.
Hãy lưu ý, để tiếp xúc cụ thể từng vị Dân Biểu nơi địa phương của Quý Vị, Quý Vị cần phải biết số Zip Code (tức Số Mã Vùng) và 4 Số Phụ Theo Sau Zip Code.
Ví dụ như: Mã Zip Code (gồm có 5 số) và 4 Số Phụ đi theo của tiểu bang South Dakota là: 57401-6052
Để biết được các số này, Quý Vị xem qua bất kỳ Lá Thư nào mà Quý Vị nhận được từ Sở Điện Lực, Ngân Hàng, vân vân … trong đó sẽ liệt kê ra số Zip Code và 4 Số Phụ đi theo sau 5-số Zip Code. Hoặc Quý Vị cũng có thể hỏi tại Bưu Điện nơi Quý Vị cư ngụ, hay vào trang web của Bưu Điện Hoa Kỳ tại địa chỉ www.ups.com để tìm số Zip Code và 4 số phụ kể trên.
Khác với Thượng Viện, số Dân Biểu có tại Hạ Viện là trên 300 vị, được chia ra từng khu vực cư ngụ cụ thể của mỗi một tiểu bang.
(5) Nếu Quý Vị vào trang Web của Vị Thượng Nghị Sĩ hay Dân Biểu Hoa Kỳ để gửi Lá Thư sau đây dưới dạng Webmail, thì trong khung Issue Area (tức Lãnh Vực Liên Quan của Vấn Đề), xin mời Quý Vị chọn từ danh sách ra mục Foreign Policy (tức Chính Sách Ngoại Giao).
(6) Địa chỉ để gửi thư đến cho Tổng Thống Bush, Bộ Trưởng Ngoại Giao Hoa Kỳ, 2 Ứng Cử Viên Tổng Thống của Đảng Cộng Hòa (John McCain) và Đảng Dân Chủ (Barack Obama), cùng vị Tổng Thư Ký Liên Hiệp Quốc được trình bày trong Mục B dưới đây.
(7) Ở Mục C dưới đây, Quý Vị chú ý sẽ thấy rằng: mỗi một vị Thượng Nghị Sĩ hay Dân Biểu Hoa Kỳ đều có 2 địa chỉ ở Washington Office (tức địa chỉ của Văn Phòng ở Washington) và Main District Office (tức địa chỉ ở Văn Phòng Chính nơi địa phương). Quý Vị có thể gửi thư đến 1 trong 2 địa chỉ này đều được cả.
Ví dụ: trong thời điểm hiện nay, khi Quốc Hội đang họp, thì hầu hết các vị Dân Biểu / Thượng Nghị Sĩ đều có mặt hết tại Washington, do đó, nên gửi đến Washington thì tốt hơn. Nếu Quốc Hội mãn khóa, thì hầu hết các vị Dân Biểu / Thượng Nghị Sĩ đều về nhà, do đó, nên gửi đến văn phòng chánh của vị đó ở địa phương.
(8) Cách trình bày Lá Thư gửi đến cho vị Thượng Nghị Sĩ Dianne Feinstein của tiểu bang California, chẳng hạn - sẽ giống như sau:

We are writing this letter to express our deep concerns about the recent dispute between Redemptorists and the Government of Vietnam over a piece of property at Hanoi Redemptorist Monastery. We have been shocked by recent religious and human rights violations against the religious order as well as Catholic faithful who have assembled since January for peaceful prayer vigils at the site of dispute.
The property in question consists of 15 acres of land purchased by the religious order in 1928. After the Communist takeover in 1954, most of the Redemptorists in Vietnam were jailed or deported, leaving a local priest alone in charge of the land. Despite the pastor’s protests, local authorities, following a harsh anti-religion policy, had allowed individuals and state-run organizations to seize the parish’s land one section at a time. The 15-acre plot has been reduced to only about half an acre.
Since 1996, the religious order has repeatedly requested the requisition of the property claiming that it was seized illegally – all to no avail. Redemptorists and their followers in their desperation were left with no choice other than holding peaceful protests to call out for justice from the authorities.
In response, the Government of Vietnam launched a terrorizing campaign against Hanoi Catholics, starting with a series of arrests on August 28. On the same day, numerous of priests and lay people were kicked and beaten brutally by police when they peacefully requested for the release of detainees.
The United States of America has a long tradition of being a protector of religious and human rights throughout the world. We respectfully request that you do everything possible to ensure that the regime in Hanoi desists from all sorts of violent repression of the protestors, and seriously searches for negotiated settlements regarding the confiscated Church property that is at the root of the dispute. The Vietnam government must respect its own laws and international laws that it has signed. It must immediately take firm and concrete action to prevent further religious and human rights violations against followers of religious groups recognizing their rights to practice their faiths free of harassment and oppression. For a far too long period, people of faith have suffered and persecuted under Hanoi’s repressive and brutal rule.

We are writing this letter to express our deep concerns about the recent dispute between Redemptorists and the Government of Vietnam over a piece of property at Hanoi Redemptorist Monastery. We have been shocked by recent religious and human rights violations against the religious order as well as Catholic faithful who have assembled since January for peaceful prayer vigils at the site of dispute.
The property in question consists of 15 acres of land purchased by the religious order in 1928. After the Communist takeover in 1954, most of the Redemptorists in Vietnam were jailed or deported, leaving a local priest alone in charge of the land. Despite the pastor’s protests, local authorities, following a harsh anti-religion policy, had allowed individuals and state-run organizations to seize the parish’s land one section at a time. The 15-acre plot has been reduced to only about half an acre.
Since 1996, the religious order has repeatedly requested the requisition of the property claiming that it was seized illegally – all to no avail. Redemptorists and their followers in their desperation were left with no choice other than holding peaceful protests to call out for justice from the authorities.
In response, the Government of Vietnam launched a terrorizing campaign against Hanoi Catholics, starting with a series of arrests on August 28. On the same day, numerous of priests and lay people were kicked and beaten brutally by police when they peacefully requested for the release of detainees.
The United States of America has a long tradition of being a protector of religious and human rights throughout the world. We respectfully request that you do everything possible to ensure that the regime in Hanoi desists from all sorts of violent repression of the protestors, and seriously searches for negotiated settlements regarding the confiscated Church property that is at the root of the dispute. The Vietnam government must respect its own laws and international laws that it has signed. It must immediately take firm and concrete action to prevent further religious and human rights violations against followers of religious groups recognizing their rights to practice their faiths free of harassment and oppression. For a far too long period, people of faith have suffered and persecuted under Hanoi’s repressive and brutal rule.
